Essential Responsibilities of Business Services:
- Plan, organize, manage, and direct the activities and operations of the Office of Business Services.
- Provide leadership and management of capital facility functions, including supervising school construction and accounting (i.e., monitoring multiple construction projects, timelines, costs, funding and frequent reporting on the status of the projects to the Board of Education and the Measure V Bond Oversight Committee).
- Plan, organize, assigns, direct, and review the work of fiscal services and facilities and operations (including nutrition services’ facilities, staff, and state/federal compliance; maintenance and operations work at every school site; and civic center use of school facilities); recommend and effect changes to the organizational structure and procedural operations to ensure efficient and cost-effective business operations; represent the department at various meetings.
- Direct the development of board policies related to the districts’ financial, operational, business, and facility functions.
- Oversee payroll for more than 1,300 employees.
- Prepare reports and recommendations for the superintendent and the Board of Education, including comprehensive financial data covering all aspects of school finance; attend all meetings of the Board of Education.
- Negotiate, execute, and monitor all contracts for the districts, including leases and sale of surplus properties; manage leased property and tenant relations; represent the districts in a variety of legal, contractual, and other business matters.
- Participate in employee negotiations, including serving on the negotiating team, presenting financial information.
- Coordinate and manage all matters related to the external auditing of all fiscal aspects of programs and offices in the district, making sure that findings are addressed; conduct internal audits as required.
- Manage all risk management programs for the districts, including property/liability, medical and health benefits, workers compensation, unemployment, retirement funds, tax-sheltered funds, state and federal taxes.
- Oversee all facilities and contractor Public Contract Code requirements.
- Procurement of all insurance coverage providers and claim adjusters; oversee self-insurance programs to assure sufficient coverage and adequate funding.
- Monitor the fiscal solvency of three charter schools.
- Oversee all joint agency/school districts use agreements.
