Call to Order
Authorized by the Board of Education, the Santa Barbara High School District Bond Oversight Committee met at
the Santa Barbara School Districts’ Administration Center, 720 Santa Barbara Street, Santa Barbara, CA.

President Tomaso Falzone called the meeting to order at 6:10 p.m., followed by the pledge of allegiance. He asked
for public comments. There were none.

Review of April 17, 2002 Minutes
Tomaso Falzone asked if there were corrections to the April 17, 2002 minutes, or if a member had comments regarding
them. There being none, a motion to approve the minutes as submitted was made by J.R. Richards, seconded by Loretta
Reynolds. The motion was approved unanimously.
Dr. Flores introduced Dr. Robyn Phillips to the Bond Oversight Committee.

Financial Report
Robert Gonzalez distributed the June 19, 2002 Measure V Bond Financial Report. He reported that there were
two items that will be corrected in the next financial report. Two payments were issued to the Division of State
Architect (DSA) for La Colina Junior High School and Goleta Valley Junior High School. A first check was sent for
the total fee amount for both campuses. DSA would not accept one check for both campuses; therefore two separate
checks were re-issued. Michael Gonzalez asked if the District was on target regarding bond funds. Robert Gonzalez
stated that the District was on target. Dr. Flores stated that there would be a state bond measure on the November
ballot that would result in additional funds for Measure V projects.

Site Reports/Project Updates
La Cumbre MS: A three-lane, 300-meter track has been started and should be completed by
September. In addition, the athletic field is being renovated.
SBHS: DSA has approved the swimming pool project. Bids are due on July 18, 2002.
SMHS: Plans for the auditorium have been submitted to DSA for approval.
SBJHS: Exterior lighting project bids were under budget and will begin this summer.
DPHS: Construction began on the parking lot; the accepted bid was lower than projected.
Glazing replacement and water line work will also be done this summer.
- Accounting for Bond Funds – Concept of Contracting Out
Dr. Flores discussed whether or not to hire someone from outside of the District to handle the accounting responsibility
for the Measure V bond. With the trends and potential of state funds, the District Accounting Department will not
be able to handle the increase in accounting activity. Dr. Phillips explained the duties are detailed and require
the expertise of a person with an accounting background, and that one person with these skills could handle the job.
Funding for this new position would be from the Measure V and Measure I98 bonds. The immediate concern was to fill
the position as soon as possible. There was a motion from Michael Gonzalez, seconded by Mike Couch, to recommend
to the Board hiring a staff person to handle the accounting and bookkeeping for the bonds, and have the Districts’ auditors
complete an external audit semi-annually. The motion was unanimously approved.
- Summer Projects
Robert Gonzalez distributed a summer project list and a list of bond project accomplishments. He reported that
the company contracted to develop a master plan for the Districts had been released. The District prepared a new
Request For Proposal (RFP) to identify and secure the services of a new firm.
- Public Information Update
Barbara Keyani reported that the media has received a comprehensive list of District bond-related accomplishments
and challenges for 2001-2002, which was based on updates provided by Robert Gonzalez. She noted that the new Goleta
newspaper, The Beacon, included Measure V improvements on Page 5 of the June 19, 2002 issue. Over the summer, Mrs.
Keyani will be developing and distributing another issue of Road to Renovation. Discussion followed regarding the
development of signs for Dos Pueblos High School that will illustrate the improvements taking place on that campus.
- New Business
There was no new business.
- Summer Meeting Dates
Dr. Flores asked if the Committee wanted to meet over the summer. The Committee decided not to have a meeting
until October 2002.
