November 20, 2002 Minutes

  1. Call to Order
    Authorized by the Board of Education, the Santa Barbara High School District Bond Oversight Committee met at the Santa Barbara School Districts’ Administration Office, 720 Santa Barbara Street, Santa Barbara, CA.

    Committee members present:

    Larry Vranish called the meeting to order at 6:05 p.m. David Ortiz led the pledge of allegiance. He asked if there were any comments from the public. There were none.

    Dr. Flores introduced Priscilla Diamond, Assistant Superintendent of Business Services, to the group.

  2. Review of October 16, 2002 Minutes
    Larry Vranish asked if there were comments or corrections to the minutes of October 16, 2002. There being none, a motion to approve the minutes as submitted was made by Mike Couch, seconded by John Holehouse. The motion was approved with a majority, with Mrs. Diamond abstaining.

  3. Financial Report
    Robert Gonzalez distributed the financial report. Updates in the financial report included the following:

    • La Colina Junior High School – Division of State Architect (DSA) checks were re-issued showing 2 separate checks in the current month. Credits for the original two checks are included.
    • La Cumbre Middle School. – Costs for the month of October are associated to the track and field improvements.
    • San Marcos High School – Payments made are for safety related issues, telephone installation, and architectural fees.
    • Santa Barbara Junior High School – Fees are associated to hazardous materials studies, with additional costs for the track and field that will be billed back to the City of Santa Barbara.
    • Goleta Valley Junior High School – A credit was shown for the DSA check issued back to that school.
    • Dos Pueblos High School – Expenditures are for water line replacement, and for window glazing completed during the summer of 2002.

    Mr. Vranish asked if there were any questions on the financial reports, and there were none.

    Dr. Flores stated that the District is reviewing a software package to provide accounting for bond funds. The proposed cost is $14,000, but half of that is reimbursable by the state. The cost includes set up and loading all of the prior accounting transactions. In January, Julie Avnet of Spectrum Management Solutions will make a presentation on the software.

  4. Measure V Construction Timeframes
    Mr. Vranish stated that a revised timeframe spreadsheet would be available for the next meeting.

  5. Summary of Completed and Pending Projects
    Dave Hetyonk indicated that over the Christmas break, the Greek theater seat replacement at DPHS and the senior parking lot improvements at Santa Barbara High School will be started. He also stated that the La Cumbre field and track project is one month behind schedule with two additional months of maintenance to be completed before project completion. The surface of the track was rejected, and the subcontractor will be at the site next week to make repairs. The SBHS pool is 50 percent complete, but is behind schedule by 24 days. Concrete was poured for two-thirds of the pool bottom and sides today, with the balance to be completed tomorrow. The lighting project at SBJHS is approximately 80 percent complete.

    Dave Hetyonk stated he is working on interim housing for students during construction scheduled for La Colina JHS and Goleta Valley JHS. Dr. Flores added that these projects have been approved by DSA, and Jim DiCamillo added that they will be submitted to the state for funding next week.

  6. Proposition 47 – Eligibility for State Bond Funds
    Robert Gonzalez reported that the state was successful in passing this bond. The state will provide 60 percent of funds the site is eligible for modernization, and the District paying the additional 40 percent. Dave Hetyonk stated that the District is now eligible for $35 million in funds from the state..

  7. Site Reports and Project Updates
    Dr. Robertson requested a new picture board outlining projects for Goleta Valley JHS. Jim DiCamillo will provide it. Moe Claydon stated the plans for the auditorium at San Marcos HS are in to DSA. J.R. Richards reported that half of the landscaping is done at Santa Barbara HS for their new driveway improvements. The balance is to be completed tomorrow. Dave Hetyonk added that the bleachers, stadium and parking lighting projects at Dos Pueblos HS are out to bid.

  8. New Business
    Meeting dates for the balance of school year 2002-2003 were discussed. Nancy Harter asked that members bring their calendars to the January meeting to accomplish setting the meeting dates for the rest of the year. The next meeting will be held on Wednesday, January 15, at 6:00 p.m.

  9. Public Relations Update
    Mike Calhoun asked if a publication is available for sites to publish in their PTSA newsletters. Mrs. Keyani stated the Road to Renovation is distributed to school principals. Larry Vranish suggested sites use portions of Road to Renovation in their PTSA newsletters to update parents. Mrs. Keyani felt there was value for parents to see all the Measure V improvements taking place in the District, and encourage schools to share the entire newsletter, not just parts of it. The Bond Oversight Committee will be notified by e-mail when the next Road to Renovation is published.

  10. Adjournment
    Larry Vranish asked if anyone had other business to discuss. There being no further business, he adjourned the meeting at 6:55 p.m.

    The next meeting will be held on Wednesday, January 15, 2003, at 6:00 p.m.
