March 19, 2003 Minutes

  1. Call to Order
    Authorized by the Board of Education, the Santa Barbara High School District Bond Oversight Committee met at the Santa Barbara School Districts’ Administration Office, 720 Santa Barbara Street, Santa Barbara, CA.

    Committee members present:

    The meeting was called to order by Larry Vranish at 6:03 pm, who then led the pledge of allegiance. Mr. Vranish asked if there were any comments from the public, and there were none.

  2. Review/Approval of Minutes
    Minutes from the January 2003 meeting were not finalized. January and March minutes will be available at the April meeting.

  3. Financial Report
    The financial report had been distributed to all members. It has been updated to reflect January and February expenses. Dave Hetyonk indicated the Division of State Architect (DSA) inspection fees were mistakenly posted to “inspection fees,” but will be corrected next month to plan check fees.

    Priscilla Diamond gave an update on the Spectrum Management Solutions software. Data is being gathered for Julie Avnet for the purpose of the historical picture. It will take her approximately two weeks when she has all of the data.

    Mrs. Diamond also stated that Julie will be adding the percentage completed to the software so the committee will know if a project is on budget for construction and completion.

  4. American with Disabilities Act (ADA) Lawsuit
    Dr. Flores reported on the Santa Barbara School District’s ADA lawsuit.

  5. Site Reports and Project Updates (Architects)
    Joe Wilcox gave the following site reports:
    • Santa Barbara High School – the pool is 99 percent complete. A walk through is scheduled for next Tuesday.
    • Santa Barbara High School – the elevator project will be sent to the state in the next two weeks. Phase I is ready to go to bid, consultants are holding coordination meeting, and the campus could be shut down the entire summer if all projects are completed during that time.
    • Santa Barbara Junior High School – the theater is under construction. Also, drawings are being completed for science lab, field house, restrooms, access to the front of the campus, lunch shelter, and the entrance on Ortega.
    • La Cumbre Middle School – Phase I is scheduled to start work this summer.
    • San Marcos High School – bids have come in, waiting for the general contractor to provide insurance certification. If it is not received, we will cancel.
    • San Marcos High School – the gymnasium and locker room renovations have been submitted. Three architects are working with Principal Moe Claydon on site improvements, utility improvements, and access issues.

    Jim DiCamillo gave the following site reports:

    • La Colina Junior High School and Goleta Valley Junior High School – both projects were bid a couple of weeks ago, and the bids were significantly under budget. The projects will begin after school is out.
    • Dos Pueblos High School – the stadium facilities contractors are on board completing the lighting, press box, and he expects the shop drawings to be submitted to the DSA within the next few days. The parking lot lighting project is working well.

    He also stated that the La Colina Junior High School project is on the agenda for the May 28 state allocation board meeting for approval. He anticipates the Goleta Valley Junior High School project to be on the same agenda. The projected inflow of matching funds is approximately $5.5 million from the state.

    Dr. Flores praised the two architects and their firms for their work on behalf of the district.

  6. Public Relations Update
    Barbara Keyani reported that the Road to Renovation is nearly completed, and as soon as the budget dialogue is completed, the publication will be sent out. She distributed a fact sheet regarding the Santa Barbara High School pool project and indicated she would like to prepare the same type of information for other Measure V projects.

  7. New Business
    There was no new business.
