Call to Order and Roll Call Authorized by the Board of Education, the Santa Barbara High School District Bond Oversight Committee met at
the Santa Barbara’s School District’s Administration office, 720 Santa Barbara St., Santa Barbara, CA.
Meeting called to order at 6:10 by Chairman Tomaso Falzone

Review/Approval of Minutes Minutes from the February 18, 2004 meeting were distributed for review and approval. It was moved and seconded
that the minutes be approved. Motion carried, minutes approved.
Public Relations Update No public relations update available.
Discussion of Mr. Paul Neel’s Report and Recommendations DH reported that, per recommendation of Mr. Neel’s report, a consulting firm, Cannon & Associates,
had been recommended to the board to oversee construction projects. If approved, Cannon & Associates will design
and monitor timelines and will report to the Bond Oversight Committee. NH stated hiring of consulting firm had been
reviewed and was placed on the next board agenda for action.
Discussion of Composition of the Membership DF reported that there was a concern regarding the composition of the Bond Oversight Committee in Mr. Neel’s
report. The report indicated that the committee may be heavily represented by district staff rather than community
members. DF asked if committee composition should change and JH agreed. JH will call the Tax Payer’s Association
to remind them of BOC meetings. MK suggested the committee document their effort to contact them.
TF reported there were two openings in members at large. He asked the committee do some recruiting. Members must
live in the Santa Barbara High School District. MK will try to find someone to fill one of the openings.
Public comment from Mr. Fischer Voting member issue was discussed. DH explained how each member’s vote was counted.
Eligibility for Proposition 55 Funds DF distributed memo from DH regarding Update on Measure V Prop. 55 Projects and gave a brief report. La Cuesta
Continuation High School Measure V allocation will be on next BOC agenda to discuss.
TF requested from JW a summary of how and when projects get to the State Allocation Board for matching funds.
Public comment from Mr. Fischer
Overview and Status of Financial Reports and Funding Julie Avnit gave update on financial reports: currently working on 02-03 and should be done by the next BOC meeting.
The new bond accountant will be entering data on a daily basis and monthly reports should be up to date.
JH requested a column on Julie’s report be expanded.
A question and answer session took place.
Bond Fund Accountant Update DF reported that Ms. Virginia Colina had been hired as the new Bond Accountant and will join the committee at
the next meeting.
Site Reports and Project Updates (architects) WLC/JDC reported: La Colina Jr. High is going a lot smoother, good progress at Goleta Valley Jr. High, construction
there should be done by the end of next summer, Dos Pueblos High School modernization is going well, ADA construction
at Dos Pueblos will start hopefully this summer.
WLC also reported the district is in good shape for State allocation funds. All, except for one, projects should
be in DSA by the end of the summer.

KBZ/JW reported: San Marcos High School continues to have trouble with the construction company, Santa Barbara
High School bleachers will be installed this summer, electrical upgrades will be submitted, girls varsity lockers
are out to bid and should be built this summer, working with Flowers on renovation of road that leads to the pool,
Santa Barbara Junior High School lunch shelter is under construction, ADA work is being done, railing is still missing,
concrete done, LA Cumbre Jr. High phase 2 drawings were submitted, construction is 28% complete. Summer school will
be held at La Cumbre so there may be some changes in construction.
