October 20, 2004 Minutes

  1. Call to Order and Roll Call
    Meeting called to order at 6:02 p.m by Chairman Larry Vranish

    Members present:
    Dave Hetyonk, Joe Wilcox, Michael Couch, Jan Zettel, John Becchio, Brian Sarvis, Larry Vranish, Tariq Kadri, Mike Kaner, Jamie Kaner, David Ortiz, Ramona Marten, Mariann Cooley, Carl Mayrose, Julie Henderson, Kris Robertson, Michael Gonzalez, Mary Stark, Dave Geeting, Virginia Colina.

  2. Review/Approval of Minutes|
    Item was postponed until next meeting.

  3. Public Relations Update
    None available.

  4. Financial Report Update
    Mary Stark gave her report on the summary sheet and back-up information that was distributed to the members. She stated that the 03-04 fiscal year books are closed and that Virginia Colina, bond accountant, was working on the response to the Office of Public School Construction (OPSC) audit requests. Committee members asked specific questions about different projects in an effort to become familiar with the documents.

  5. Issuing Additional Bonds
    Mary Stark reported there were $21 million remaining in bonds. She spoke about the importance of monitoring the cash flow to determine the timing of the next bond sale.

  6. Follow-up on Master Schedule for Projects – Dave Beutel, Cannon Associates
    Mr. Beutel distributed a more recent Master Schedule report with up to date information and timelines and responded to questions regarding the report.

  7. Site Reports and Project Updates (architects)
    Joe Wilcox/KBZ architects reported on his assigned sites. San Marcos High School: pool/gym is in the Division of State Architects (DSA), field restroom is complete, modernization phase I, HVAC and restrooms are in DSA, stadium walkway to bid in December. Santa Barbara Jr. High School: modernization phase I in DSA and back-check is December 1, entry ramp to the City Historical landmarks for second look. Santa Barbara High School: electrical infrastructure is being prepared for bid, site American with Disabilities Act (ADA) elevators will follow, phase II modernization is in DSA. La Cuesta is in design, 30’s wing parking lot is ready to bid, girls locker rooms is underway. La Cumbre Jr. High School: phase IB is under construction, phase II will go out to bid in November.

    Jim DiCamillo/WLC Architects was not in attendance; therefore Carl Mayrose, project manager, and various principals reported on their sites. La Colina and Goleta Valley Jr. High Schools are about 95% complete. Dos Pueblos High School stadium lights should arrive on site next week. Bleachers are being fabricated. An infrastructure coordination meeting was held earlier in the day. Modernization and ADA upgrades are to OPSC for funding. The pool was sent to DSA on November 1st.

  8. Nomination of Officers for Vice Chair and Communications Officer
    Nancy Harter, board representative, nominated Jamie Kaner for vice-chair.

    Dave Geeting, parent representative from Goleta Valley Jr. High nominated himself for the position of communications officer.

  9. Election of Vice Chair and Communications Officer
    Motion by Mike Couch to name Ms. Kaner was made and seconded by Paul Turnbull. Ms. Kaner was elected unanimously as the new vice chair of the committee.

    Motion by Mike Couch to name Mr. Geeting was made and seconded by Mr. Tariq Kadri. Mr. Geeting was elected unanimously as the new communications officer.

  10. New Business

    Open house for the San Marcos High School Theater on Thursday, November 4.

  11. Meeting adjournment

    Meeting adjourned at 6:45 p.m.

    Next meeting scheduled for Wednesday, November 17, 2004.
