January 19, 2005 Minutes

  1. Call to Order and Roll Call
    Meeting called to order at 6:00 p.m. by Chairman Larry Vranish

    Members present:

  2. Review/Approval of Minutes from December 15, 2004
    Motion was made by Jamie Kaner to approve the December minutes
    Seconded by Dave Geeting

  3. Public Relations Update
    • Dave Geeting reported on the Realtor Association relationship with the Santa Barbara School District
    • Craig Morgan announced the San Marcos High School Auditorium Gala Opening on February 16, 2004

  4. Financial Report Update
    Mary Stark reviewed the updated financial report with the committee.
    Julie Avnit expanded on the report review.
    A question and answer session took place.
    Mary stated she was working with Julie Avnit’s firm, on a proposal for the committee. The proposal is for work/project on Measure V funding availability. The project would demonstrate what funds are currently available and what’s been expended up to date for Measure V. The proposal will be available at the next meeting.
    The disbursement of the accrued interests from Measure V was briefly discussed.

  5. Master Schedule for Projects – Dave Beutel, Cannon Associates
    Mr. Beutel distributed an updated report and reviewed it with the committee. The percentage of project completion in the report was discussed.
    A question and answer session took place.

  6. Site Reports and Project Updates – Architects
    Mr. Wilcox/KBZ Architects reported on his sites:
    La Cumbre Jr. High: Phase I is 95% complete, a job walk on the 31st of this month will take place for Phase II, the design work on phase III is currently being worked on.
    Santa Barbara High School: there will be a bid walk on the 31st of this month for the electrical infrastructure, the rest rooms in the cafeteria wing are 34% complete, the girls locker room is under construction, the 30’s wing bid came in yesterday, phase II drawings should be completed by the end of February.
    La Cuesta High at Santa Barbara High School: The Historic Landmarks Commission signed off.
    Santa Barbara Junior High School: Phase I was approved in December, the ramp is finished with The Historical Landmarks Commission (they took no action). Brian Sarvis explained that the Historical Landmarks Commission is an advisory committee and the final decision falls under the Board of Education.
    San Marcos High School: the pool and gym are going to the Division of State Architects (DSA) in February, the bids for the walkway are going to the board on 2/25
    Goleta Valley Junior High School: working on the last details
    La Colina Junior High School: working on last details, should be completed by the end of January.
    Dos Pueblos High School: Americans with Disabilities Act construction will start in mid February, there are some infrastructure and drainage problems and therefore the construction on the auditorium cannot be started until DSA responds.

  7. Appropriate Use of Developer Fees
    Mary distributed a recap report of developer fees prepared by Virginia Colina and requested that Craig Price, district legal counsel, clarify for the committee how developer fees can be used. Mr. Price stated that the developer fees could be used for the construction or reconstruction of school facilities, for permanent or interim facilities. They cannot, however, be used for routine maintenance, asbestos mitigation, and anything that might fall under deferred maintenance such as painting, flooring and roofing, nor architect fees or landscaping type of work.
    A question and answer session took place.
    The committee questioned if developer fees could be used to pay for some of the Measure V projects.
    Mary Stark suggested they determine the potential shortfall from Measure V projects and request that the Board of Education approve the expenditure of developer fees for these projects.

  8. Report of New Construction Eligibility
    Dave Hetyonk distributed a copy of a memo that outlines new construction eligibility (matching funds). He reviewed the memo with the committee stating that currently there is construction eligibility available for 9-12 grades only, and only if they are teaching stations.
    The committee discussed matching funds.

  9. Report on Architect Contract
    Dave distributed page 10 of the district architect’s contracts for the committee to review. He went on to discuss the architect’s fee schedules.
    Committee member Tariq Kadri requested to know who currently owns the construction drawings. Dave Hetyonk will investigate.

  10. Update on Construction Management Services
    Dave Hetyonk stated the Request for Proposal was being advertised; the deadline is Feb. 1 and depending on the quality of submissions he may be able to bring back a report to the next Bond Oversight Committee meeting.

  11. New Business
    San Marcos High School Auditorium Gala Opening scheduled for February 16, 2004
